Marker Text*: The Georgia philosopher - humorist of the War Between the States and Reconstruction era, "Bill Arp," in real life Maj. Charles H. Smith, in 1877 moved from Rome into a house which occupied the crest of the hill here. On this farm which he called "Fontainbleau," occurred many of the incidents of family and farm life he related to the delight of his readers.
Typical of his good natured wit was his remark on returning from the Confederate Army: "I killed as many of the Yankees as they killed of me." He died in Cartersville in 1903, aged 77.
