            <head>Biographical information</head>
                   <p>Ensign Cicero H. Morris served in the Georgia militia during the Civil War.  Attorney, George N. Lester was born circa 1824 in South Carolina and resided in Georgia.  Lester died in 1892.</p>

            <head>Scope and content note</head>
            <p>This collection contains a legal demurrer from a Confederate States of America court martial case against Ensign Cicero H. Morris.  The charge against Morris was "incompetency" and "neglect of duty," specifically that he was incompetent in tactics, Army regulations, and articles of war, and consequently unfit to hold office in the military service of the state. This pleading was submitted by the defendant's attorney George N. Lester, circa 1863.  Lester argues that "incompetency" is not a crime in military law and cites the 1862 act, "An Act to Relieve the Army of disqualified, disabled, and incompetent officers" as the proper procedure to follow in handling this case.</p>
